term PPU comes from the acronym &#8220;Portable Pilot Unit&#8221;, it is a navigation and docking assistance system dedicated to marine pilots. The PPU is designed to provide pilots with accurate real-time location and speed. The PPU is a compact box that is placed on each side of the ship on the highest platform to receive GNSS signals and communicate with the ship&#8217;s instruments.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-21833e6b elementor-widget elementor-widget-spacer\" data-id=\"21833e6b\" data-element_type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5d0d9b5 elementor-widget elementor-widget-heading\" data-id=\"5d0d9b5\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">PPU are becoming increasingly important<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e20d121 elementor-widget elementor-widget-spacer\" data-id=\"e20d121\" data-element_type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7c7a0f8f elementor-widget elementor-widget-text-editor\" data-id=\"7c7a0f8f\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>As far as safety of navigation rules are concerned, there is no official obligation for pilots to use a PPU. The only IMO (International Maritime Organization) reference to its use can be interpreted in the Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREGs), in Regulation 5 (Look-out):<\/p>\n<p><em>&#8220;Every ship shall at all times keep a proper look-out by sight and hearing and by all available means appropriate to the circumstances and conditions at the time, so as to be able to appreciate fully the situation or risk of collision.&#8221;<\/em><\/p>\n<p>And in Regulation 7 (risk of collision):<\/p>\n<ul>\n<li>Every ship shall use all available means appropriate to the prevailing circumstances and conditions to determine whether the risk of collision exists. In case of doubt, such risk shall be deemed to exist.&#8221;<br \/>\nThe phrase &#8220;by all available means appropriate&#8221; allows us to assume that a UPP is a good candidate to minimize risk.<br \/>\nThese rules, last amended more than 10 years ago, are clearly intended to ensure the proper functioning of conventional equipment such as radar technology.<\/li>\n<li>Appropriate use is made of radar equipment if it is installed and operational, including long-range scanning to provide early warning of the risk of collision and radar plotting or equivalent systematic observations of detected objects.<\/li>\n<li>Assumptions should not be made on the basis of insufficient information, especially insufficient radar information.<\/li>\n<\/ul>\n<p>We are witnessing a considerable increase in the size of modern ships and their traffic in busy ports and sea lanes. Pilots tend to minimize some of the risk factors with more modern tools providing relevant information on the situation to fully assess the risk of collision. In addition, in circumstances where large structures block the view (e.g., a tall stack of containers), the pilot&#8217;s job can become very stressful. The problem becomes more sensitive at night or when extreme weather conditions, such as heavy fog or rain, reduce visibility. As the size and weight of modern vessels increases, the need for accurate and up-to-date charts becomes a key factor. There may be situations where, among other things, ECDIS or printed charts cannot be fully trusted. Pilots can bring accurate charts provided to them by specialized local authorities, but they must plot their vessel on them in real time.<\/p>\n<p>The most common method is to plug their tablet into the AIS socket, which makes it the most basic form of portable steering unit, this way they can at least be detached by ECDIS.
